Process Engineering
Process engineering has the objective of making justice administration
more effective, i.e. raise the success rate of indictments,
convictions, acquittals, etc. at a reasonable cost and time.
The reengineering process determines which activities within
a process add value to the case and which ones are legal requirements.

Process
engineering produces the following results:

Process engineering is performed using the 6s (Six Sigma)
methodology that produces the following advantages over
traditional process engineering methodologies:

and lead in the change process. This methodology avoids

Software
i3p is a case tracking and criminal investigation system
for prosecutors and police. The system implements the concept
of a virtual workspace for justice administration. The state
attorney is presented with the calendar of pending hearings,
and a list of pending cases and proceedings. The list also
includes the due dates for pending activities and the priority
of the tasks. The workspace presents the police officer with
pending investigation activities, the hearings he is called
upon and the alerts on persons he is investigating. The workspace
offers the user the ability to query the records of persons
and query cases with certain characteristics that occurred
in a specific zone. The police officer can also view case
load statistics and compare it to its own key indicators of
performance.
The system is presented to the user by means of a secure
Internet portal. The web interface is easy to use and reduces
training time and technical support requirements. The Internet
is ubiquitous in most places of the world and a secure network
can be implemented at very low cost.

Personal Records
i3p keeps records of persons related to the case, suspects,
plaintiffs, victims and witnesses.
The search for a person's record is performed using natural
language technology, when the record of "Bill Jones"
is queried the system finds the records for "William
Jhones", "Bill Jones", "Willy Jones",
etc. All records of the persons that their names are linguistically
related are found. In addition, it is possible to search
persons by anthropometric characteristics, for example by
the type of the felony and by the place where the event
took place.
i3 shows the record for each person related to the case,
this electronic file includes proceedings, investigative
activities, anthropometric information, photographs of persons,
evidence and crime scene, information on persons related
to the case and more. Access to information is constrained
by user access rights.
i3 offers the investigator the complete electronic record
of a person regardless of the alias used, the quality of
the initial registration process and place or office that
the record was originally registered.
Pictures of Suspects
i3p records pictures of suspects and these are immediately
available to users with access rights to the case. These
pictures are normally taken during the arrested person filing
process.
Centralization enables a police officer to view the images
recorded a few seconds earlier on a distant police station.
Case Records
The case records are permanently stored in the database,
including information on the involved persons, proceedings,
investigation reports, forensic reports, asset seizing,
crime scene and evidence images, etc.
It is possible to search cases by type of felony, modus
operandi, zone and dates.
Police officers and state attorneys can search for and
view the cases they have assigned rights for, in the whole
country and from any computer that has secure access to
the application servers. It is possible to relate different
criminal events that happened in distant places in the country
immediately without the need to query multiple databases.
Activity Planning
Users can plan and register activities in the future, these
activities can be assigned to themselves and to other members
of the team. E.g. A prosecutor can request a forensic report,
the crime lab worker will see the request and proceed to
fill the report on his workspace, once the report has been
completed, the prosecutor will get a notification that the
requested activity has concluded. The police officer assigned
to the case can request the search of a person in different
cities; the police officers of the appropriate sections
will see the request on their workspace and can fill the
report with the results of their investigations. The requesting
officer is now able to follow up on the outcome of the inquiry.
The system also generates automatic activities. E.g. for
example when an appeal is registered, i3p automatically
records a response before the deadline is reached.
The procedures for activity assignment and execution are
designed during the reengineering process. i3 is a tool
that supports the effective implementation of such procedures.
The planned execution of the work, with priority of cases
and deadline alerts is a necessary means to increase effectiveness
and efficiency within the institution.
Activity Reporting
i3 stores on the database activities and proceedings performed
on the case, producing the electronic case file. When an
investigative activity is reported it automatically becomes
available to all users with access to the case. Prosecutors
and police can see reports from other members of the team
regardless of the place the report was originally registered,
thereby reducing costs in telecommunications and ultimately
facilitating collaboration within the institution.
Calendar and Notifications
The i3 user can see activities assigned to him in a calendar.
The activities include the hearings investigative actions,
tasks that are requested by others users and self-planed
tasks. The calendar allows the user to foresee workload
and plan for the execution of assigned tasks.
Document Templates
i3 offers document templates by proceeding, activity type,
office and user. Document templates increase document content
quality and promote content completeness. Templates also
maintain standard institutional formats, facilitate document
writing and reading and support knowledge management.
Case Tracking Reports
Each user has a complete vision of tasks assigned to him
including priorities and deadlines. The supervisor has the
list of activities assigned to him and his team, including
the completed and rejected tasks. With i3 it is easy for
the supervisor to monitor the performance if his team.
Case Load Reports
Each user can see how many activities are completed during
the month, how many activities are overdue, how many new
cases are assigned to the user and how many cases have been
closed during the month. The user can also compare these
results with the statistics of previous months. The user
can also view his own key performance indicators and compare
them to the institution's current standards; this activity
becomes an important motivational tool.
In a similar fashion, the supervisor can analyze the statistics
generated by i3p and find information regarding the users,
the teams, the activities by type and status, case inactivity
time, number of proceedings by case, duration of each activity,
activities by office and by nature of the felonies. The
system also provides statistics on new cases, indictments,
convictions, acquittals and other proceedings.
Case load statistics include an OLAP (Online Analytical
processing) module, allowing the analyst to choose and combine
the variables to view.
This feature is essential to assess the operational capacity
of the institution and to monitor performance.
Crime Statistics
i3 presents case statistics by type of felony, gender and
age of the suspect and victim, and by timeframe of the event.
These statistics are implemented through an OLAP (Online
Analytical Processing) module that allows the dynamic analysis
of the information.
These statistics are useful when designing prevention and
interdiction policies.
Inter-Institution Integration
i3 includes an IEI (Inter-Enterprise Integration) module
that allows controlled information exchange with the judiciary.
i3p natively exchanges information with the i3c system for
the judiciary. In addition, i3 can exchange information
to other institutions using standard IEI platforms.
i3 Technology
i3 is a Java/J2EE application that runs under standard J2EE
application servers including, IBM Websphere, Oracle IAS,
BEA WebLogic, Sun Java System Application Server and the open
source Apache Tomcat server. i3 uses the IBM DB2, Oracle 9i,
Microsoft SQLServer and the open source MySQL database servers.
i3 operates on servers running IBM AIX, Sun Solaris, HP-UX,
Linux and Windows 2000/2003.

i3p is installed
on a centralized datacenter that services users on the different
regions. The support and administration personnel are significantly
reduced when compared to a distributed implementation with
a server on each office. Communications requirements for a
Web application are also significantly lower than those required
by a client-server system.
i3 is a web application and can be used from any computer
that has a web browser. This characteristic enables the
usage of i3 on old computers. i3 will execute at similar
performance on PCs with a Pentium I with 64MB RAM and Windows
95 as on a new systems with Pentium IV processor configured
with 512MB RAM and Windows XP as well as in the new iMac
G5. This is accomplished, as the application runs on the
servers and not on the workstations.
The effort and resources required to deploy i3 in an office
are low. These are limited to the installation of a basic
router with VPN (Virtual Private Network) capabilities that
allow i3p to communicate securely with the application servers
on the data center.
The regional server administration costs are avoided. The
resources required to maintain a centralized database by
merged the information from the regional servers is avoided,
including the efforts to supervise and solve replication
conflicts. Additionally the cost of installing servers on
each office is avoided.
Training
The i3 solution includes training in the implementation of
the new and improved processes, performance monitoring and
the use of the i3 software. Training drives the increase in
performance and promotes the acceptance of the new work system.

i3 projects
introduce two new elements on the Institutions:

Learning is maximized through E-Learning where distance
education and traditional courses are combined.
Traditional courses allow the students to enter into in
depth discussions with colleges and the instructor. These
courses allow the instructor to adapt to the learning needs
of the group for both the development required skills and
the delivery of the course material.
Distance education allows the student to acquire the skills
he needs, during the time and with the pace the student
chooses. The student can go back and review material as
needed. Additionally an instructor is available online generally
from 6AM through 12PM.
With the E-Learning environment supervisors can monitor
course registration and completion, test results and can
correlate training with performance improvements.
E-Learning enables the delivery of new courses and the
development of new content at a low cost, facilitating continuous
education within the institution.
Support
The help desk provides permanent support during the implementation
of new justice administration processes and the use of the
i3 system. A single help desk provides this service through
instant messaging, virtual conferences and remote access.

Support personnel
can offer documents with relevant information to a process
contact the user with other experienced workers and can submit
the case for later resolution. The support agent can also
remotely access the user's computer to determine the problem
and walk trough the user to the resolution.
NEOTEC can install the help desk so that the institution
can later operate it. NEOTEC can also operate the help desk
by providing trained support personnel and the infrastructure.
NEOTEC can generally offer this service at a lower cost
than those required by the institution to operate a help
desk center.
Deployment
Execution of an i3 project includes process engineering using
6s, i3 customization, user training, help desk installation,
IT infrastructure installation and configuration and project
management.

During the project planning and design phases, the institution's
core processes are identified and IT infrastructure requirements
are assessed. The help desk resource requirements are also
reviewed, while the software and E-Learning material customization
and localization specifications are produced.
During the preparation phase the core processes are analyzed,
measured improved or redesigned. Key performance indicators
are developed and measuring procedures are put in place.
The customization and localization requirements are implemented
in the i3 system and the E-Learning materials. Finally the
IT infrastructure is installed during the preparation phase.
The implementation phase begins with the training of the
institution's personnel and the simultaneous introduction
of i3. The new processes are directly supported by i3. This
phase concludes with the first performance review using
the newly implemented processes.
During the delivery phase the achievement of the project
goals are assessed, partial deliveries are reviewed and
final project acceptance is issued.
Project management is performed by a Project Management
Institute (PMI) certified project manager (PMP). PMI project
management methodology contributes to the achievement of
the project goals on time and on budget, allows for the
timely detection and mitigation of risks and promotes better
quality in the overall project.
