i3p
for Prosecutors and Police
Governments need to deliver justice in an effective manner with limited resources. Modern case management, automation, training and user support are needed to achieve the goal. Comprehensive criminal records are needed to adequately investigate crimes and prosecute suspects.
i3p is a justice administration solution that helps prosecutors and police deliver justice effectively. The solution provides:
• Comprehensive criminal records.
• Immediate habitual offender alert
• Computer assisted case management
• Process effectiveness improvement
• Performance monitoring
• Case backlog reduction
• Transparency increase
• Cost reduction
• Centralized database and application server
• Easy deployment in a large number of stations and many locations
NEOTEC executes i3 projects with a holistic approach that
include, process engineering using the 6s (Six Sigma) methodology,
a software solution, justice administration and IT consulting, continuous education using E-Learning and a permanent support center.
i3p is a proven solution. The implementation of i3p takes a between 6 and 9 months including process engineering, software customization and localization and user training. Generally, i3p is operational during the first month of the project.
Process Engineering
Process engineering has the objective of making justice administration more effective, for example, raise the success rate of charging and accusing at a reasonable cost and time, aided by the i3p case tracking and management (CTM) system. The reengineering process determines which activities within a process add value to the case and which ones are legal requirements.

Process engineering produces the following results:
- Increase the case processing success rate by appropriate crime charging.
- Adequate case rejection due to lack of information or plaintiff support.
- Reduction of open cases.
- Systematic planning of investigative activities and proceedings.
- Induction to case management methodology.
- Implementation of key performance indicators and performance monitoring methodology.
- Induction of a performance oriented culture.
- Reduction in the number of activities that do not add value to the case.
Process engineering is performed using the 6s (Six Sigma) methodology that produces the following advantages over traditional process engineering methodologies:
- The institution assumes project ownership from the beginning. Consultants induce the cultural change, provide the methodology, provide improvement proposals, design and redesign of process and lead in the change process.
- A performance oriented culture is promoted. Permanent performance monitoring and detection of new improvement opportunities are a natural activity within the organization.
- Processes are improved and redesigned based on objective information that it is gathered by measuring key indicators. The improvement opportunities that provide the most benefit to the institution are given priority.
NEOTEC reduces implementation time introducing proven justice administration best practices. These best practices are localized and adapted to the institution’s culture maximizing effectiveness, increasing efficiency and reducing implementation time.
Software
i3p is a case tracking and management system (CTM) and a criminal investigation system for prosecutors and police. The system implements the concept of a virtual workspace for police and prosecutors. The state attorney is presented with the list of pending cases and proceedings and the calendar of pending hearings. The list also includes the due dates for pending activities and the priority of the tasks. The i3 workspace presents the police officer with pending investigation activities and the alerts on investigated persons. The workspace offers the user the ability to query the records of persons and cases with certain characteristics that occurred in a specific area.More >>
The system is presented to the user by means of a secure Internet portal. The web interface is easy to use and reduces training time and technical support requirements. The Internet is ubiquitous in most places of the world and a secure network can be implemented at very low cost.
Features and characteristics:
1. Comprehensive Personal Records: i3p keeps comprehensive records of persons related to the case, suspects, plaintiffs, victims and witnesses.
2. AFIS: i3p is integrated to an Automated Fingerprint Identification System (AFIS). When a suspect is arrested a ten fingerprint scan is performed. Matches of records with other identities of the same suspect are immediately notified.

3. Case Records: The case records are permanently stored in the database, including information on the involved persons, proceedings, investigation reports, forensic reports, seizures, crime scene and evidence images, etc.
4. Activity Planning: Users can plan and register activities in the future, these activities can be assigned to themselves and to other team members.
5. Calendar and Notices: The i3 user can see activities assigned to him in a calendar. The activities include hearings, investigative actions, tasks requested from other users and self-planed tasks. The calendar allows the user to foresee workload and plan for the execution of the assigned tasks.
6. Document Templates: i3 offers document templates by proceeding, activity type, office and user. Document templates increase document content quality and promote content completeness.

7. Case Tracking Reports: Each user has a complete vision of tasks assigned to him including priorities and deadlines. With i3 it is easy for the supervisor to monitor the performance of his team.
8. Case Load Reports: Each user can see how many activities are completed during the month, how many activities are overdue, how many new cases are assigned to the user and how many cases have been closed during the month. The user can also compare these results with the statistics of previous months.
9. Crime Statistics: i3 presents case statistics by type of felony, gender and age of the suspect and victim, and by timeframe of the event. These statistics are implemented through an OLAP (Online Analytical Processing) module that allows the dynamic analysis of the information.
10. Inter-Institution Integration: i3 includes an IEI (Inter-Enterprise Integration) module that allows controlled information exchange with the judiciary and correctional institutions. i3p natively exchanges information with the i3c system for the judiciary and i3j for prisons. In addition, i3 can exchange information with other institutions using standard IEI platforms.
11. Multilingual User Interface: The i3 user interface is multilingual and is available in English, Spanish, French and other languages. While one user is using the system in English the neighboring user in the same institution can view the system in French or any other language. The translation of the user interface into additional languages is easily done and does not require programming. i3 uses Unicode, consequently the user interface and the data are not limited by character set. Latin, Cyrillic, Arabic and other alphabets are supported.
i3 Technology
i3 is a Java/J2EE application that runs under standard J2EE application servers including, IBM Websphere, Oracle IAS, BEA WebLogic, Sun Java System Application Server and the open source Apache Tomcat server. i3 uses the IBM DB2, Oracle 9i, Microsoft SQLServer and the open source MySQL database servers. i3 operates on servers running IBM AIX, Sun Solaris, HP-UX, Linux and Windows 2000/2003.
i3 is installed on a centralized datacenter that services users on the different regions. The support and administration personnel are significantly reduced when compared to a distributed implementation with a server on each office. Communications requirements for a Web application are also significantly lower than those required by a client-server system.
i3 is a web application and can be used from any computer that has a web browser. Nothing is installed or configured on the workstation to access i3. i3 will execute at similar performance on PCs with a Pentium I with 64MB RAM and Windows 95 as on a new systems with Pentium IV processor configured with 512MB RAM and Windows XP as well as in the new iMac G5. This is accomplished because the application is executed on the servers and not on the workstations.
Training
The i3 solution includes training in the implementation of the new and improved processes, performance monitoring and the use of the i3 software. Training drives the increase in performance and promotes the acceptance of the new work system.
Support
The help desk provides permanent support during the implementation of new justice administration processes and the use of the i3 system. A single help desk provides this service through instant messaging, virtual conferences and remote access.
