i3j is a web system that has a centralized database. The information on prisoners is available to the correctional institution system and can be made available to courts, police and prosecutors. This information includes prisoner registration information, prisoner movement information, visits to prisoners, cell mates, behavior, work and study records, parole monitoring and more.
i3j is a proven solution. The implementation of i3j takes a few months including, software personalization and localization, user interface translation and training of users.

i3j is presented to the user by means of a secure Internet portal. The web interface is easy to use and reduces training time and technical support requirements. The Internet is ubiquitous in most places of the world and a secure network can be implemented at very low cost.

1. Main Features: Prisoner Registration: i3j keeps a comprehensive record of all detainees that enter the prison, as a result of a conviction and pretrial detention. Prisoner registration includes identity information, pictures, anthropometric information, social and behavior information, court order, and jail cell assignment. The records include scanning and registration of fingerprints into an Automated Fingerprint Identification System (AFIS).

2. Prisoner Entry and Exit Records: i3j keeps a record of all prison movements, including entry, exit, transfer, attendance to court hearings and other movements. Detainee entry and exit is supported by fingerprint registration and comparison to assert identity and to support guards in the entry and exit procedures.
3. Exit Request Procedure: i3j supports an exit procedure workflow: In the first phase the judge authorizes the exit, transfer, court visit, etc. of the detainee, this can be performed accessing a secure application from the judge’s office. Additionally, i3j includes monitors for the different phases of the prisoner exit procedure, to aid guards in organizing prisoner exit and transfer.
4. Visitor Registration: i3j records visits to each detainee. To protect the visitor and avoid impersonation, two visitor’s fingerprints, normally both indexes, are registered into the AFIS system and a picture is taken. On exit the identity of the visitor is asserted by the system, effectively avoiding impersonation problems.
5. Behavior Records: The behavior assessment of prisoners can be registered into i3j. This is especially important to assess the appropriate prison section for the detainee and to evaluate conviction benefits. Sanctions and health problems are also recorded into i3j.
6. Work and Study Records: The work and study reports are included in the prisoner’s comprehensive electronic file. This feature facilitates assessing parole and other conviction benefits the prisoner might have right to.
7. Parole Records: i3j keeps record of assistance to parole appointments. Study and work reports performed outside the correctional institution while on parole are also recorded. The parole officer can easily view the convicts he is responsible of supervising and the schedule of appointments.
8. Document Templates: i3 offers document templates by report type, office and user. Document templates increase document content quality and promote content completeness. Templates also maintain standard institutional formats, facilitate document writing and reading and support knowledge management.
9. Case Tracking Reports: Each user has a complete vision of tasks assigned to him including priorities and deadlines, e.g. prisoner study assessment reports. The supervisor has the list of activities assigned to him and his team, including the completed and pending tasks. With i3 it is easy for the supervisor to monitor the performance of his team.

10. Crime Statistics: i3 presents case statistics by type of felony, gender and age of the prisoner, and by timeframe of the event. These statistics are implemented through an OLAP (Online Analytical Processing) module that allows the dynamic analysis of the information.

Inter-Institution Integration: i3 includes an IEI (Inter-Enterprise Integration) module that allows controlled information exchange with the judiciary, police and prosecutor. i3j natively exchanges information with the i3c system for the judiciary and i3p for police and prosecutors. In addition, i3 can exchange information with other institutions using standard IEI platforms.
12. Multilingual User Interface: The i3 user interface is multilingual and is available in English, Spanish and other languages. While one user is using the system in English the neighboring user in the same institution can view the system in French or any other language. The translation of the user interface into additional languages is easily done and does not require programming. i3 uses Unicode, consequently the user interface and the data are not limited by character set. Latin, Cyrillic, Arabic and other alphabets are supported.
i3 Technology
i3 is a Java/J2EE application that runs under standard J2EE application servers including, IBM Websphere, Oracle IAS, BEA WebLogic, Sun Java System Application Server and the open source Apache Tomcat server. i3 uses the IBM DB2, Oracle 9i, Microsoft SQLServer and the open source MySQL database servers. i3 operates on servers running IBM AIX, Sun Solaris, HP-UX, Linux and Windows 2000/2003.
i3 is a web application and can be used from any computer that has a web browser. Nothing is installed or configured on the workstation to access i3. i3j will execute at similar performance on PCs with a Pentium III with 256MB RAM and Windows 2000 as on a new systems with Pentium IV processor configured with 512MB RAM and Windows XP. This is accomplished because the application is executed on the servers and not on the workstations.
Training
The i3 solution includes training in the use of the software. Training drives the increase in performance and promotes the acceptance of the new work system.
Support
The help desk provides permanent support the users of the i3 system. A single help desk provides this service through instant messaging and virtual conferences. The support agent can remotely access the user’s computer and walk trough the problem with the user, showing the user how to solve the problem.
