NEOTEC executes i3 projects with a holistic approach that includes, process engineering using the 6σ (Six Sigma) methodology, a software solution, justice administration and IT consulting, continuous education using e-Learning and a permanent support center.
i3c is a proven solution. The implementation of i3c takes a between 6 and 9 months including process engineering, software customization and localization and user training. Generally, i3c is operational during the first month of the project.
Process Engineering
Process engineering has the objective of improving justice administration, for example, reduction of hearing suspension rate, reduction of notice and subpoena delivery problems, increase in service to parties by providing access to information, aided by the i3c case tracking and management (CTM) system. The reengineering process determines which activities within a process add value to the case and which ones are legal requirements.

Software
i3c is a case tracking and management (CTM) system for justice courts, the solution can be used for criminal, civil, family and other subjects. The system implements the concept of a virtual workspace for justice administration. The judge is presented with the calendar of pending hearings, and a list of pending cases and proceedings and alerts on near to overdue proceedings. The list also includes the due dates for pending activities and the priority of the tasks. The workspace allows the judge to access information on previous case activities and case proceedings. The system is presented to the user by means of a secure Internet portal. The web interface is easy to use and reduces training time and technical support requirements. The Internet is ubiquitous in most places of the world and a secure network can be implemented at very low cost.
1. Information to Parties: i3c includes party information portal. The cases of a party can be searched by defendants, plaintiffs and their respective attorneys.
2. Notices and Subpoenas: i3c offers a notice and subpoena delivery.

3. Electronic Case File: i3c keeps a record of persons related to the case, defendants, plaintiffs, victims, witnesses, and their respective attorneys. Given a name it is possible to find the related cases. The case file includes the proceeding documents, notices and subpoenas, presented evidence and conviction. Access to information is constrained by the rights granted to the user.
4. Automated Case Assignment: i3c automatically assigns a case to a judge based on a random algorithm that considers subject and caseload.
5. Calendar: The i3 user can see activities assigned to him in a calendar, including the due dates and their priority. The alarms help avoid overdue proceedings, the main cause for justice retardation.
6. Courtroom Scheduling: i3c includes a module that allows for Courtroom Scheduling. This function assists the judge in the allocation of dates for the proceedings.
7. Conviction Control: i3c keeps a record of the convictions and prison movements. i3c also registers work and education reports during conviction, conviction term modifications, completion and parole.
8. Document Templates: i3 offers document templates by proceeding, office and user. Document templates increase document content quality and promote content completeness.
9. Case Tracking Reports: Each user has a complete vision of tasks assigned to him including priorities and deadlines. The supervisor has the list of activities assigned to him and his team, including the completed and pending tasks. With i3 it is easy for the supervisor to monitor the performance of his team.

10. Case Load Reports: Each user can see how many activities are completed during the month, how many activities are overdue, how many new cases are assigned to the user and how many cases have been closed during the month. The user can also compare these results with the statistics of previous months. The user can also view their own key performance indicators and compare them to the institution’s current standards; this feature becomes is an important motivational tool.

11. Crime Statistics: i3 presents case statistics by type of felony, gender and age of the defendant and victim, and by timeframe of the event. These statistics are implemented through an OLAP (Online Analytical Processing) module that allows the dynamic analysis of the information.

Inter-Institution Integration: i3 includes an IEI (Inter-Enterprise Integration) module that allows controlled information exchange with the prosecutor, police and correctional institutions. i3c natively exchanges information with the i3p system for prosecutors and police and i3j for prisons. In addition, i3 can exchange information with other institutions using standard IEI platforms.
13. Multilingual User Interface The i3 user interface is multilingual and is available in English, Spanish, French and other languages. While one user is using the system in English the neighboring user in the same institution can view the system in French or any other language. The translation of the user interface into additional languages is easily done and does not require programming. i3 uses Unicode, consequently the user interface and the data are not limited by character set. Latin, Cyrillic, Arabic and other alphabets are supported.
i3 Technology
i3 is a Java/J2EE application that runs under standard J2EE application servers including, IBM Websphere, Oracle IAS, BEA WebLogic, Sun Java System Application Server and the open source Apache Tomcat server. i3 uses the IBM DB2, Oracle 9i, Microsoft SQLServer and the open source MySQL database servers. i3 operates on servers running IBM AIX, Sun Solaris, HP-UX, Linux and Windows 2000/2003.

i3 is installed on a centralized datacenter that services users on the different courthouses. The support and administration personnel are significantly reduced when compared to a distributed implementation with a server on each office. Communications requirements for a Web application are also significantly lower than those required by a client-server system.
3 is a web application and can be used from any computer that has a web browser. Nothing is installed or configured on the workstation to access i3. i3 will execute at similar performance on PCs with a Pentium I with 64MB RAM and Windows 95 as on a new systems with Pentium IV processor configured with 512MB RAM and Windows XP as well as in the new iMac G5. This is accomplished because the application is executed on the servers and not on the workstations. .
Training
The i3 solution includes training in the implementation of the new and improved processes, performance monitoring and the use of the i3 software. Training drives the increase in performance and promotes the acceptance of the new work system.
Support
The help desk provides permanent support during the implementation of new justice administration processes and the use of the i3 system. A single help desk provides this service through instant messaging, virtual conferences and remote access.
